To form Yes/No questions, use the auxiliary + subject + going to + verb.

Are you going to be here tomorrow? Yes, I am. No, I'm not.
Is Fred going to call you? Yes, he is. No, he isn't / No, he's not.

Is it going to be nice tomorrow? Yes, it is. Not, it isn't / No, it's not.
